DEPARTMENT OVERVIEW
Institutional Research & Academic Planning (IRAP) is a central service unit of the Office of the President. IRAP provides timely, accurate, consistent, and reliable information about UC and the environment in which it operates. Through evidence-based analyses, the department supports and guides enrollment planning, policy creation and revision, program and campus budget reviews, statewide higher education studies and UC operations. IRAP also produces the annual Accountability Report and UC Information Center, which assess and inform UC's activities, achievements and operations through data-driven narratives and visualizations.
The Academic Planning & Policy (APP) unit is responsible for supporting strategic academic, educational, and institutional effectiveness planning on behalf of university leadership, including the President and the Provost. Key areas of work include but are not limited to academic program review, accreditation, undergraduate education, and enrollment planning. APP works with campus constituent groups (e.g., Vice Provosts and Deans for Undergraduate Education, Teaching & Learning Center Directors, Summer Session, and University Extension) and on behalf of the provost, staffs a number of systemwide Academic Senate committees (e.g., Coordinating Committee for Graduate Affairs, Educational Policy).
POSITION SUMMARY
The Academic Planning and Research Analyst for Educational Effectiveness and Innovation is an Institutional Research Analyst IV that will report to the Director of Academic Planning and Policy and is responsible for key aspects of IRAP's academic planning and policy work focused on educational effectiveness and innovation. The position plays a critical role in state and systemwide initiatives and campus efforts to improve educational outcomes, including timely graduation and the closing of equity gaps.
The role includes researching and analyzing data and issues, supporting institutional research projects and environmental scanning, maintaining and interpreting academic policies, producing materials for systemwide convenings and Board of Regents meetings, and serving as a liaison to systemwide councils and committees. The position will provide critical support for systemwide initiatives and pilot programs designed to improve student and university outcomes by identifying and sharing educational best practices and innovations. The position will help review proposals for academic innovation for central funding, as well as provide substantive support for existing campus academic experiments and programs like UC student retention and degree completion initiatives.
The position may provide support in other areas of academic planning and policy work, including innovations in pedagogy, assessment and course delivery (e.g., online, co-curricular courses). This work will advance enrollment, degree completion, and timely and equity goals identified in the UC 2030 Capacity Plan and Compact with the Governor. The role will also support the UC Provost's efforts to increase collaboration and engagement including regular cross-campus convenings of academic leaders through congresses, deans' councils, and council of vice chancellor meetings; IRAP convenings of undergraduate deans and teaching and learning center directors; and presentations to the Board of Regents and its Academic & Student Affairs committee.
The position requires use of institutional research, analytical, and assessment skills; exceptional written and oral communication skills; and advanced academic planning and policy concepts to help further systemwide educational objectives and to resolve complex issues. The position also requires working on critical academic planning and policy issues with high impact for the university and working with other institutional research and academic planning analysts on campus, in IRAP, and across UCOP. The position will identify appropriate methods, techniques, and criteria for conducting institutional research and evaluating campus academic planning, program, and policy proposals. The role will also require the ability to frequently work with complex and evolving issues and various constituent groups where strong political acumen must be exercised.
Responsibilities
- 45% Researches, gathers, analyzes and summarizes information for research projects with a broad range of internal and external and / or current and historical information. Produces a range of tools and products such as reports, topic briefs and online data visualizations that are compelling and address in depth key topics, both for external audiences and confidential/sensitive internal audiences.
- 30% Synthesizes complex issues and presents them in a creative and non-technical manner for public audiences. Interprets data and creates a narrative for outside audiences, including intersegmental partners, UC campuses, government agencies, and UC Regents.
- 15% Serves as a unit representative to both internal and external constituents with an emphasis on advancing UCOP priorities. Works with the University campuses to serve their needs for systemwide support, information, and action on academic planning and policy issues. Initiates and guides broad consultations with campus academic and administrative leaders to identify areas in which UCOP may provide assistance to the campuses and/or link campus initiatives to academic planning and policy discussions at the system level.
- 5% Consults and partners with institutional research teams and other UCOP offices on institutional research and academic planning and policy work including providing advice and training to less-experienced staff members.5% Engages in development activities (i.e. trainings, seminars, and conferences) that enhance expertise. Serves on committees as appropriate and participates in activities that enhance the UC community and supports the university mission and upholds the UCOP Principles of Community.
Required Qualifications
- Minimum of 8 years relevant experience. Thorough knowledge in data collection and analysis techniques; statistics or social science research techniques; knowledge of organization-specific computer application programs (for example, query tools and relational databases); knowledge of organizational principles and procedures involved in handling sensitive data (for example, Family Educational Rights and Privacy Act, or FERPA). Experience analyzing data and alternative policies with an understanding of political, budget and policy constraints. This could include analyzing federal and state legislative policy proposals as well as proposals from independent policy think tanks. Research and/or environmental scanning experience, such as evaluation and synthesis of academic programs, policy and planning issues both internal to UC and externally and/or national, state and institutional trends in higher education policy and planning. Experience forging and maintaining strong collaborative working relationships with internal and external stakeholders. Advanced written and oral communication skills; uses good judgment regarding political and internal sensitivities when crafting and presenting analyses.
- Experience producing a wide variety of products that are compelling and visually interesting, including reports, briefs and data visualizations.
Education
Bachelor's degree in related area and / or equivalent experience / training.
SPECIAL CONDITIONS
This position is eligible for a remote work arrangement within the state of California. The selected candidate must reside within the state of California or be willing to relocate.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
