Job Summary
***This position has a flexible work arrangement that may allow for Telework or a mixture of working in our office and Telework. Telework (Within Minnesota or Neighboring States)¿and flexible hours options are available. This team is currently Teleworking; however, this may change in the future with notice.***
The Project Manager within the Financial Operations Division reports to the division’s Deputy Director. It is one of four members of the Special Projects work unit that provides support to the entire division. This is a new position that will primarily work remotely but may have occasion to come into the office in downtown St. Paul.
This position exists to plan, facilitate, deliver, and implement priority projects that will improve the division’s operational efficiency and delivery of critical business services. This position manages an active portfolio of projects. Projects will seek to implement changes in response to changing state or federal requirements or programs; strengthen internal controls; resolve audit findings; improve processes; leverage new technologies; or respond to stakeholder feedback.
Responsibilities include:
- Researching, analyzing, and diagnosing customer needs.
- Advising and consulting management on how to implement and integrate new business processes and technologies.
- Providing leadership with information and recommendations necessary for decision making and long-range organization and business process and system planning.
- Lead and execute all aspects of planning, facilitation, delivery, and implementation of Financial Operations Division priority projects entrusted to the incumbent, focused on operational excellence, innovative service delivery, and quality improvement.
- Setting priorities and timelines.
- Monitoring and reporting on progress.
- Functioning as a process improvement and change management mentor for the rest of the division.
Qualifications
Minimum Qualifications

- 3+ years of professional experience in project management or business analysis
- Experience leading project teams or as a team lead.
- Experience with implementing project management principles and methodologies
- Experience with business process flow analysis and redesign techniques
- Organization and coordination skills sufficient to manage an active portfolio of projects.
Preferred Qualifications
- Project Management Professional certification; Six Sigma Green Belt or Black Belt certification; or similar relevant professional certification.
- Strong written and verbal communication skills sufficient to provide clear direction to others and information effectively and succinctly for management decision making.
- Facilitation skills sufficient to solicit engagement, buy in, feedback, and potential solutions.
- Leadership skills sufficient to inspire participation, coach coworkers, and hold others accountable.
- Ability to adapt to continuous change in processes, organizational structures, and roles sufficient to work constructively under extreme pressure, to cope with ambiguity, and to deal effectively with setbacks.
- Variety of experiences working effectively with others from different background and cultures.
