Raytheon is seeking a Supply Chain Legal (SC) Advisor, who will report to the Associate Director, SC Advising. The SC Advisor provides advice and drafting support for purchasing professionals and will: review purchase order/subcontract terms and conditions which comply with applicable company policies and procedures, internal guidance briefs, federal, state, and local laws, as well as the Federal Acquisition Regulation (FAR) and supplements thereto; draft terms and conditions that provide the best protection and benefit to the company; research legal issues for the organization or the General Counsel's office; advise purchasing professionals and program managers on subcontract issues such as warranty interpretation, limitation of liability, termination for convenience or default, reservation of rights, novations/assignments, software licensing for COTS and FOSS, intellectual property issues, teaming agreements and other collaborative agreements, proprietary information agreements, and other agreement types; help establish negotiation goals, and assist in negotiations regarding deviations from standard provisions; review and advise SC on performance issues such as insolvency or the need for source code escrow; assist the organization in writing business processes, policies and in oversight reviews; provide training and communications; support the cross-Business Unit Advisors Group; review complex legal issues with Counsel as appropriate; and maintain active communication with requesters, management, SMEs, and General Counsel's office on significant legal problems and issues.
Requirements and Skills:
- 8+ years of Supply Chain, Government contracts, commercial contracts, or legal experience, or 5+ years experience with J.D. degree
- Must be US citizen with TS/SCI U.S. security clearance or ability to obtain
Preferred Skills:
- Detail oriented, excellent problem-solving skills, and excellent ability to develop options and solutions that are practical and can be readily acted upon
- Excellent oral and written communications skills
- Ability to conduct legal research
- Should have a positive, cooperative attitude, but assertive when necessary to comply with company policies and Government regulations and laws
- Must demonstrate flexibility while providing the best protection and benefit to the company under the specific scenario
- Must be extremely collaborative, as this candidate will have regular interaction with SC Advising, OGC, Supply Chain personnel, and other businesses and functions
- Ability to work effectively in a fast-paced work environment, with often changing goals and requirements, and a very heavy workload, including special projects
- Familiarity with Supply Chain (SC) processes and procedures is preferred
- Knowledge of export/import law and issues is preferred
- Knowledge and experience in reviewing commercial software and free and open-source software (FOSS) licenses and providing guidance is preferred
- Knowledge and experience with the FAR and FAR supplements and Government contract procurement processes is preferred
- Government or commercial contracts drafting and negotiations experience is strongly preferred
Education:
Typically requires: A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience Strongly prefer Juris Doctor degree.
The salary range for this role is 94,000 USD - 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
